FLASHBACK to April 4, 2014 – From the Free Beacon
The report centered on State Department contracts worth “more than $6 billion in which contract files were incomplete or could not be located at all,” according to the alert.
“The failure to maintain contract files adequately creates significant financial risk and demonstrates a lack of internal control over the Department’s contract actions,” the alert states.
The situation “creates conditions conducive to fraud, as corrupt individuals may attempt to conceal evidence of illicit behavior by omitting key documents from the contract file,” the report concluded.
The State Department’s inability to properly file its paperwork is causing most of the losses, according to the report.
The IG “found repeated examples of poor contract file administration” over the years, the report said.
Contracts related to the U.S. war in Iraq, for instance, could not be produced in 33 out of 115 instances, according to the report
“A recent OIG audit of the closeout process for contracts supporting the U.S. Mission in Iraq revealed that contracting officials were unable to provide 33 of 115 contract files requested in accordance with the audit sampling plan,” the report states.
The value of the 33 “missing files” totaled $2.1 billion, according to the report.
Additionally, 48 of the 82 contract files that were produced “did not contain all of the documentation required by” internal regulations, according to the report.
The 48 “incomplete files” were worth another $2.1 billion, according to the report.
A further audit of the department’s Bureau of African Affairs found that administrators “were unable to provide complete contract administration files for any of the eight contracts that were reviewed.”
These contracts were worth $34.8 million.
The investigation also found instances in which a company owned by the spouse of a contractor employee was not properly documented.
“In the case of work undertaken by OIG’s Office of Investigations, one investigation revealed that a contract file did not contain documentation reflecting that modifications and task orders were awarded to the company owned by the spouse of a contractor employee performing as a Contract Specialist for the contract,” the report states.
The contract in question was worth $52 million.
The report outlines several other instances in which contracts worth great values were mishandled.
“In a number of recent OIG inspections, OIG identified contract file management deficiencies. For example, COR files for a $2.5 million contract lacked status reports and a tally of the funds expended and remaining on the contract,” the report states.
The State Department appeared to agree with the IG’s recommendations in a March 28 response and said that it intends to ensure that contracts are completed properly.

If the guidelines were not met the government (IRS) would come in and shut us down. Yet the State Dept had such sloppy record keeping. This is indefensible and criminal.

Doubling the minimum wage for unskilled workers that have employers that have a bottom line and investors to be concerned with will cut employees and find ways to get the same amount of work for the same money. This means those unskilled workers will see huge workload increases, be held to higher standards, and less jobs available. When people that have education start to take those jobs, where do they lower class people with no education turn?

There are numerous ways to protect a bottom line only one of which is cut employees. How about finding cheaper suppliers, cutting waste, improved technology, reinvesting profits instead of taking everything out in higher executive wages, bonuses, etc. ? There are many employees working for below poverty wages that have experience but forced to take low paying jobs because of the economy of the country.
Maybe if these employers who take $millions in wages and bonuses and benefits from companies would stop milking the cow and allow that money to be fairly distributed amongst the hard workers who EARN those huge profits by their hard work.

Fancying itself as a “political fact-checker,” it has become completely unreliable, existing as an excuse making machine for the morally relativistic and a propaganda apparatus fueled by unfounded accusations and political talking points; talking points seemingly crafted and issued directly from the Progressive minions of Chicago.
To say Lacapria exhibited “clear partisanship” while writing for Inquisitr would be to ignore her writing sounded more like that of a Democrat speechwriter than that of an objective journalist.
Lacapria violated the very first rule of journalistic ethics in describing herself as “openly left-leaning” and a liberal. To stake out a position with such fervor is to admit there exists not an objective bone in her body, which, by that very fact, makes her disqualified – ethically – from “fact-checking” anything political.
While with Inquisitr, she routinely disparaged the whole of the TEA Party Movement, calling those who took to the streets to protest over-taxation and over-reaching government as “TEAhadists.” Lacapria’s comparison of the TEA Party to the fascists of Islam, of course, is a signature trait of the caustically Left.
Aside from fawning over the presidency of Bill Clinton, whose only two real achievements were pretending the financial surplus created by the ending of the Cold War was somehow his economic genius, and escaping impeachment for perjuring himself, Lacapria blindly regurgitated the Progressive talking points of welfare fraud:
“Like many GOP ideas about the poor, the panic about using food stamps for alcohol, pornography or guns seems to have been cut from whole cloth – or more likely, the ideas many have about the fantasy of poverty.”
It would appear the future “fact-checker” missed the Congressional Budget Office and General Accounting Office reports on the cost of welfare fraud. In food stamp and EBT card fraud alone, the US government is scammed out of tens of millions of dollars – if not hundreds of millions – annually. That’s a pretty big “fact” to miss for a “fact-checker.”
Exposing her frothing-at-the-mouth hatred for Republicans and Conservatives, Lacapria went so far as to accuse the Bush administration of “criminal negligence” in the September 11, 2001, attacks. Of course, she provided no evidence to support her accusation, a typical tactic of those Progressives who manufacture false narratives and deceptive memes to advance the Leftist cause.
Lacapria has manufactured, nuanced, and spun facts about Hillary Clinton and Benghazi, Omar Mateem not “really being” a Democrat despite his official party registration, and Facebook being an above-board and non-manipulative news source.
But Lacapria simply joins the very small crew at Snopes who have existed as bias from the start. David and Barbara Mikkelson, the founders and proprietors of Snopes, have been found on many occasions to have “erred” on the side of the truth best benefiting the Left’s narrative on issues. The very fact the website quotes heavily from the self-identified Left-leaning New York Times illustrates an out-of-the-box bias from the start.
To wit, just as with any online “resource,” you should do your own homework when it comes to fact-checking. Most often it isn’t that hard to divine the truth and you will be better informed with first-source information for doing so. In a world where everyone believes their opinions to be valid, all of us are forced to do our due diligence in the quest for the truth.

Still, money that’s unaccounted for is akin to money that was lost, or with Hillary’s record, I wouldn’t be surprised to find out it was stolen. Hillary has a tendency take files go missing when she doesn’t want people to know their contents. Was this money spent on other things that were not permitted? Quid pro quo’s to other nations? Perhaps a little something for Hillary’s campaign piggy bank? Perhaps friends in a side political operation? She does have a long rap sheet of evidence hiding, shredding, bleaching, and deleting. The comment comparing the lost paperwork to lunch receipts is a so-so analogy, but the reply saying a lost receipt means no reimbursement is off. The government doesn’t require a boss to approve expenditures via receipts. So lost paperwork in this case does not mean the money is lost. Also, at least half the missing paperwork occurred prior to Clinton becoming Secretary of State, so can’t be linked to her at all. Also, though she was head of the department, she wasn’t the one directly pushing the papers around, so it’s not as if she personally caused the problem at all. Now before all you Trumpeteers jump on my ass over this, I don’t like Hillary much more than Trump, and I think she probably has lied and done corrupt things, but the media and conspiracy theorists blow this stuff WAY out of proportion. And I won’t be voting for either one. I do find it interesting that the millions spent on multiple, exhaustive investigations on Hillary haven’t proven a damned thing though, whereas Trump has had to settle or pay off almost countless lawsuits, and he still has SOOOO many more pending, including sexual assault and rape cases that could completely land him in jail and utterly disqualify him from any political position. Please for the love of God and Country VOTE! By not voting you automatically give the White House to her. Think of how she plans to dissect the Constitution, then go out and vote for Trump. Like him or not, you don’t have to sit down to dinner with him, but he will uphold our rights under the law, and he knows he is not above the law, so if there are legal judgments to come, he will accept his lumps. You may not agree with me, but I’ve been around long enough to see what’s going on, and our country is in dire need of repair. Everything he has said came from a non-politician, so that being said, he has a long way to go, but I believe he will listen to voices of reason to get it right. Ann is pretty close. The CONTRACT is the boss document. Receipts, work orders and purchases against line items on the contract are administrative controls. The money isn’t lost if you don’t have an administrative document, the contract value doesn’t change and you don’t suddenly forget what the contract value was when it was drafted over a missing work order on the contract. Finally, as a few of you have suggested, do your research. EVERYONE, with the authority to spend tax dollars is required to accept Title 31 Pecuniary Liability, that is, if we authorize an expenditure on a contract that was found to be negligent or unlawful by an audit, we are personally, financially liable to reimburse the funds…so to be real here, if the IG found any actual money missing the individuals who authorized its expenditure would have been identified and the money for the specific expense recouped. To say that 6 Billion was lost gets the un and undereducated frothed up far better than saying contracts with a total value of 6 Billion dollars were found to have admisintrative errors…now that’s just boring…

When has any POTUS candidate said the election was rigged before this? How many Senators or Representatives supporting Trump agree with his claim? The State Department was audited by the Inspector General, at long last, where there were noted that large contracts that claimed to have occurred yet were not properly accounted for. There is no such thing as a President of the Peoples Choice. Our new President will not be decided by the voters, but by each states electors, who’s numbers in each state is determined by the Electoral College. As the number per state is unequal, modern elections remain controversial as they are viewed as a false democracy.
